Syrian Ministry of Awqaf Forms Scientific Council for Qur’an
Affairs to Enhance Quality and Standards

The
Syrian Ministry of Awqaf has issued a decision to establish a Scientific
Council for Qur’an Affairs, chaired by Sheikh Karim Rajih, with membership
comprising 19 scholars and specialists in Qur’anic sciences and recitations.

The
Ministry explained that the Council will be responsible for reviewing and
approving specialized curricula and educational materials for Qur’an
memorization circles, as well as reviewing publications related to Qur’anic
sciences before their official release. It will also endorse regulations for
Qur’anic competitions, set evaluation standards, and establish judging
criteria.

Additionally,
the Ministry noted that the Council will participate in reviewing the content
of Qur’anic conferences and scientific gatherings, approve guidelines for
granting Qur’anic certifications (Ijazah), verify the competence and
eligibility of accredited reciters, and provide scientific consultations and
specialized religious opinions (fatwas) on Qur’anic matters referred to it by
the Directorate’s administration.

The
formation of the Council comes as part of the Ministry of Awqaf’s efforts to
strengthen scientific governance in Qur’anic work, raise the quality of
education and training in memorization circles, and ensure the unification of
scientific and methodological standards across Qur’anic activities,
competitions, and programs nationwide.
