Methodology of Fatwas and Decisions

The philosophy of the Fatwa Committee of the Federation is based on the restoration of the fatwa as a statement of the ruling of Sharia in individual and collective disputes, on the basis of linking the ruling to its evidence and purpose, and taking into account the reality and the consequences and the realization of the mandate. The Committee seeks to overcome the contemporary reductionism of the fatwa in partial, literal, partisan and sectarian treatments, by reviving it in five tracks: the holistic (general fatwa), the global (broadening the scope of view), the objective (its focus on the revelation within a comprehensive objective framework of two objectives), the cognitive integrative (openness to law and humanities, social and political sciences), and the institutional (collective ijtihad with practical outcomes). This philosophy is translated through scientific, training and operational frameworks, and its projects include: selected fatwas on the issues raised and the Fatwa Manual, which sets standards and disciplined procedures for fatwas.
