Comprehensive Plan for Relief and Reconstruction in Gaza

 

Workshop on “The Role of Finance and Reconstruction”
within the Conference “Gaza: An Islamic and Humanitarian Responsibility”
Outlines Urgent and Sustainable Steps to Support the Strip

A specialized workshop titled “The Role of Finance and
Reconstruction” was held as part of the International Scholarly Conference
“Gaza: An Islamic and Humanitarian Responsibility” (22–29 August 2025), with
the participation of prominent scholars and thinkers, to discuss ways of
providing urgent relief and rebuilding the Gaza Strip.

Sheikh Marwan Abu Ras opened the workshop by
presenting the scale of destruction in the Strip, stressing that more than 85%
of housing, service facilities, and infrastructure have been destroyed, and
that the occupation has prevented the recycling of rubble.

He emphasized that no reconstruction process can begin
before the war stops and essential materials are allowed in.

Urgent Relief for Gaza

The workshop put forward practical proposals on three
levels, the foremost being urgent relief. These include issuing a fatwa to
expedite the payment of half of next year’s zakat, establishing a dedicated
relief organization, supporting imams and preachers, and strengthening Qur’an
programs as well as the reconstruction of mosques and prayer areas.

Businessmen were also called upon to donate 2% of
their monthly profits and to launch emergency projects covering infant formula,
hospitals, camps, and vital facilities, in addition to popular campaigns such
as “Donate a Dollar, Save Gaza.”

Reconstruction and Governance Plans

On the reconstruction front, the workshop recommended
establishing Islamic endowments dedicated to education, health, infrastructure,
orphans, and widows, as well as a special endowment for psychological support,
while holding the occupation and its supporting states accountable for the
destruction.

Engineers were invited to submit civilizational,
humanitarian, and aesthetic projects for rebuilding the Strip.

In terms of administration and governance, the
workshop stressed the need to form the “Islamic Coordination Body for Gaza
Reconstruction” for businessmen and institutions, to develop transparency and
reliability tools in fundraising and expenditure, to publish and translate into
global languages research and hadiths on financial jihad, and to organize
scholars’ tours abroad to support Gaza.

Participants affirmed that rebuilding Gaza is not
merely a humanitarian act, but an Islamic and moral duty that requires urgent
coordination between scholars, civil society, and businessmen to ensure
sustainable support and turn recommendations into tangible programs.
