Scientific Course for Djibouti’s Scholars Maps Fiqh Methodology and the Making
of a Jurist with Wide Participation
Djibouti – On
Saturday, December 20, a specialized scientific course for Djiboutian scholars
was held under the title “Mapping Fiqh Methodology and the Preparation of a
Jurist.” The course was presented by Professor Dr. Fadl Murad, Assistant
Secretary-General of the International Union of Muslim Scholars, Chairman of
the Yemeni Fatwa Platform, and Professor of Fiqh and Contemporary Issues at
Qatar University.
The event witnessed
an impressive academic turnout, with over 100 scholars, preachers, and muftis
from various regions of Djibouti attending. The participation reflected a broad
interest in strengthening scientific methodology in issuing fatwas and addressing
contemporary jurisprudential issues.
The course was
hosted by Salam Islamic Bank, under the generous patronage of Djiboutian
businessman Hajj Abdulrahman Ahmed Taha, highlighting the importance of
supporting scientific and intellectual initiatives and promoting their role in
serving society.
Methodology for Preparing Scholars and Consolidating Fatwas
During the course,
Dr. Fadl Murad presented a detailed methodology for preparing scholars and
jurists, explaining the foundations of correct jurisprudential reasoning and
the mechanisms for grounding and applying fatwas to real-life contexts.
He outlined the
stages of crafting well-founded fatwas, starting from conceptualizing the issue
or situation, examining the Qur’an and Sunnah, applying jurisprudential
balancing principles, establishing rules of preference, and finally achieving a
balanced fatwa that harmonizes textual accuracy with practical applicability.
Friday Sermon and Community Engagement
As part of his
official visit to Djibouti, Dr. Murad delivered the Friday sermon on December
19 at Jumali Mosque in the capital, addressing “The Four Landmarks of Security
and Stability in Surah Quraysh.” The sermon emphasized ways to achieve
security, gratitude for blessings, recognition of the country’s stability, and
the necessity of preserving and enhancing it.
He also held an
extensive meeting with the Yemeni community in Djibouti, in addition to a
session with Al-Rahma Global Foundation for Orphans, fostering community
engagement and supporting charitable and humanitarian work.
Official and Societal Recognition
At the conclusion of
his visit, Dr. Fadl Murad praised the warm reception and generous hospitality,
commending the outstanding academic engagement of the participating scholars.
He also highlighted
the state’s efforts in maintaining security and stability, fostering economic
activity, supporting scholars and students, and promoting education, alongside
the role of mosques and dawah activities in society, and the care and rehabilitation
of orphans.
Dr. Murad stressed
the importance of societal unity, gratitude, and national support in the
country’s comprehensive development and stability.
This initiative is
part of a series of scientific and intellectual activities undertaken by the
Secretariat of the International Union of Muslim Scholars, reflecting its
ongoing commitment to scholars and preachers, promoting sound jurisprudential
methodology, and building qualified scientific competencies capable of
addressing contemporary issues and serving the Ummah with scholarly awareness
and legal responsibility.
