In the
\nName of Allah, the Most Merciful, the Most Compassionate<\/o:p><\/span><\/p>\n

Statement to Our Islamic and Human Nation, and to the Free
\nPeople of the World<\/o:p><\/span><\/b><\/p>\n

 <\/span><\/p>\n

Out of
\nour religious and humanitarian responsibility, and in response to the pain of
\none body, the International Union of Muslim Scholars, in cooperation with the
\nWaqf of Islamic Scholars in Turkey, is organizing this blessed conference. This
\ncomes with the firm belief that it is an obligation upon scholars and the
\nentire Ummah to stand with Gaza and Palestine, to uphold the trust of defending
\ntheir just cause, and to support their oppressed people with all strength and
\ndetermination possible.<\/o:p><\/span><\/p>\n

Today,
\nwe face the gravest catastrophe in our modern history\u2014indeed, in the history of
\nhumanity itself\u2014the catastrophe of genocide targeting more than two and a half
\nmillion of our steadfast people in Gaza. They are being killed with all forms
\nof deadly weaponry, besieged by hunger and thirst, abandoned to disease and
\ndeprivation, for twenty-two full months!<\/o:p><\/span><\/p>\n

For the
\nfirst time in history, and before the eyes of the entire world, a terrorist
\nZionist government dares to execute a declared plan to annihilate an entire
\npeople. They have spared neither mosque nor church, left neither hospital nor
\nschool, protected neither home nor camp. They have destroyed every means of
\nlife, erased all traces of humanity, and turned Gaza into a field of death
\nrather than life.<\/o:p><\/span><\/p>\n

Their
\ncrimes have not stopped at Gaza\u2019s borders. Rather, they openly declare their
\nexpansionist project to swallow more land from Arabs and Muslims, threatening
\nJordan, Egypt, and others, in pursuit of their false dream of the so-called
\n\u201cPromised Land: Greater Israel.\u201d Meanwhile, the holy sanctuary of the Prophet\u2019s
\nNight Journey \ufdfa<\/span><\/span><\/span><\/span><\/span>, the first qiblah,
\nand the blessed Al-Aqsa Mosque, is subjected to repeated violations and blatant
\naggression aimed at its demolition and the construction of the alleged Temple.<\/o:p><\/span><\/p>\n

O
\npeople, this is genocide, coupled with the crime of occupation and colonial
\nexpansion, while international laws have become a mockery, humanity has lost
\nits values, and the decisions of the United Nations have collapsed in disgrace.
\nUNRWA has been besieged and its institutions exhausted\u2014there is no law to
\nprotect, no justice to uphold, and no humanity to be respected. Worse still,
\nthese crimes are committed with the support and protection of certain major
\npowers, foremost among them the United States of America, which supplies the
\noccupation with deadly weapons and covers it politically and diplomatically.<\/o:p><\/span><\/p>\n

On the
\nother hand, the free peoples of the world are rising, protesting, and declaring
\ntheir rejection of this heinous crime, while our Islamic and Arab Ummah lives
\nbetween painful helplessness, shameful negligence, and the scandalous
\ncomplicity of some regimes with the usurping enemy.<\/o:p><\/span><\/p>\n

Honorable
\naudience, faced with this unprecedented tragic reality, the International Union
\nof Muslim Scholars, in cooperation with the Waqf of Islamic Scholars, together
\nwith a group of sincere and concerned scholars, has convened this conference
\nunder the motto: \u201cGaza: An Islamic and Human Responsibility.\u201d It gathers more
\nthan 150 of the Ummah\u2019s prominent scholars from over fifty countries to
\nproclaim the word of truth, to fulfill their religious and historical duty, and
\nto affirm that Gaza is not solely the cause of Palestinians\u2014it is the cause of
\nan entire Ummah, and a just humanitarian cause that no one has the right to
\nabandon or compromise.<\/o:p><\/span><\/p>\n

The objectives of our conference are as follows:<\/o:p><\/span><\/span><\/b><\/p>\n

1-     <\/span><\/span><\/b><\/span>To
\nmobilize the Islamic Ummah and humanity to stop the aggression, open corridors,
\nand deliver all necessities to the honorable people of Gaza.<\/o:p><\/span><\/p>\n

2-     <\/span><\/span><\/b><\/span>To
\nestablish an Islamic alliance to prevent genocide, Nazism, and racism under any
\npretext, and to thwart the Zionist ambitions of colonial expansion.<\/o:p><\/span><\/p>\n

3-     <\/span><\/span><\/b><\/span>To
\nestablish a humanitarian alliance of virtue to prevent grave violations of
\nmoral and human principles, and to pursue and prosecute the criminals with just
\npunishment.<\/o:p><\/span><\/p>\n

4-     <\/span><\/span><\/b><\/span>To
\nissue the Istanbul Declaration for an institutional alliance of legal,
\nparliamentary, and humanitarian organizations worldwide, to prevent aggression
\nin Gaza and ensure it does not recur.<\/o:p><\/span><\/p>\n

5-     <\/span><\/span><\/b><\/span>To
\nform a delegation to visit heads of state in order to rally support for
\nachieving the goals of the conference.<\/o:p><\/span><\/p>\n

6-     <\/span><\/span><\/b><\/span>To
\nestablish a strong permanent institution or committee for follow-up and
\nimplementation of the conference\u2019s resolutions.<\/o:p><\/span><\/p>\n

7-     <\/span><\/span><\/b><\/span>To
\nconvey a message to our people in Gaza: (We are all with you, O honorable
\nGaza), and to the resistance fighters that your resistance is legitimate in all
\ndivine laws and international and humanitarian laws, and that your victory is a
\nvictory for the values of truth, freedom, and justice, and a shield against
\noccupation\u2019s expansion.<\/o:p><\/span><\/p>\n

Conference
\nProgram:<\/o:p><\/span><\/p>\n

Our
\nconference was blessed with its public opening on this noble Friday, in this
\nmosque carrying the fragrance of the jihad legacy of Sultan Abu Ayyub al-Ansari
\n(may Allah be pleased with him). The conference will resume, God willing, on
\nSaturday, 23 August 2025, with protocol speeches delivered by the esteemed
\nheads of participating delegations, marking the official launch of this blessed
\ngathering.<\/o:p><\/span><\/p>\n

The
\nfollowing days, from Sunday, 24 August until Thursday, 28 August 2025, will be
\ndedicated to holding 18 parallel workshops addressing the central issues of
\nPalestine: wounded Gaza, blessed Al-Aqsa Mosque, steadfast West Bank, the
\nPalestinian cause as a whole, and the unity of the Islamic and human Ummah in
\nthe face of Zionist savagery. Participants in these workshops will also study
\nways to benefit from the growing humanitarian solidarity at both popular and
\ninternational levels, and to employ it politically and in the media, with the
\naim of producing practical proposals and actionable outcomes that contribute to
\nsupporting the cause and strengthening its people.<\/o:p><\/span><\/p>\n

The
\nconference will conclude on Friday, 29 August 2025, with the issuance of the
\nfinal communiqu\u00e9 at Hagia Sophia Mosque immediately after Friday prayer, by
\nGod\u2019s permission. Thursday, 28 August, will be a day of fasting and
\nsupplication alongside the conference\u2019s proceedings.<\/o:p><\/span><\/p>\n

As we
\nlive throughout this conference the suffering of our people in Gaza in
\nparticular, and of our people in Jerusalem, the West Bank, and all of
\nPalestine, we affirm through this blessed gathering our unwavering commitment
\nto our Islamic and humanitarian responsibility, and our practical stand
\nalongside our Palestinian people, emphasizing
\nthe following:<\/span><\/u><\/b><\/o:p><\/span><\/span><\/p>\n

1-     <\/span><\/span><\/b><\/span>The
\nIslamic Ummah and all of humanity affirm that they will never accept these
\ncrimes that have crossed every red line and exceeded even the atrocities of
\nHulagu and Hitler, and that they will not leave Gaza alone in its ordeal.<\/o:p><\/span><\/p>\n

2-     <\/span><\/span><\/b><\/span>We
\nconfidently declare that falsehood, no matter how inflated and arrogant, is
\ndestined to perish, while truth will ultimately prevail, as Allah Almighty
\nsaid:<\/o:p><\/span><\/p>\n

\u201cRather,
\nWe hurl the truth against falsehood, and it destroys it, and behold, it
\nvanishes. And woe to you for what you ascribe.\u201d (Al-Anbiya: 18).<\/o:p><\/span><\/p>\n

With our
\npeople in Gaza is Allah\u2019s true promise of manifest victory, supported by the
\nfree and living peoples of the world.<\/o:p><\/span><\/p>\n

3-     <\/span><\/span><\/b><\/span>The
\nconference will exert every effort to secure urgent relief, and to apply
\npopular and political pressure to open the crossings and ensure aid reaches the
\nbesieged and starving people of Gaza.<\/o:p><\/span><\/p>\n

4-     <\/span><\/span><\/b><\/span>The
\nconference affirms that enforcing comprehensive boycott and sanctions on the
\noccupation is among its top priorities, based on the texts of Sharia, the Hague
\nDeclaration, humanitarian laws, and United Nations resolutions spanning over
\nseventy years.<\/o:p><\/span><\/p>\n

5-     <\/span><\/span><\/b><\/span>We
\ndo not lose sight of the hopeful vision of reconstructing Gaza, so that it may
\nstand as testimony to its steadfastness, heroism, and pure blood, and to become
\nthe most beautiful city embracing glory through the sacrifice of its people and
\ntheir patience.<\/o:p><\/span><\/p>\n

The
\nconference will also deliver clear and explicit messages to the leaders of
\nIslamic and humanitarian states, to free peoples, and to humanitarian and legal
\ninstitutions, among others, as outcomes of this conference, God willing.<\/o:p><\/span><\/p>\n

In
\nconclusion, the International Union of Muslim Scholars and the Waqf of Islamic
\nScholars extend sincere gratitude and appreciation to the Republic of
\nTurkey\u2014its President, government, and people\u2014to the Governor of Istanbul, to
\nthe Presidency of Religious Affairs, and to all who contributed to organizing,
\nfunding, and supporting this conference. We ask Allah Almighty to reward them
\nabundantly, to grant us all success in supporting the oppressed and the cause
\nof Palestine, and to make this conference a means of solidarity with honorable
\nGaza and Al-Aqsa Mosque. Amen, Lord of the Worlds.<\/o:p><\/span><\/p>\n
