Workshop on \u201cThe Role of Finance and Reconstruction\u201d
\nwithin the Conference \u201cGaza: An Islamic and Humanitarian Responsibility\u201d
\nOutlines Urgent and Sustainable Steps to Support the Strip<\/o:p><\/span><\/p>\n

A specialized workshop titled \u201cThe Role of Finance and
\nReconstruction\u201d was held as part of the International Scholarly Conference
\n\u201cGaza: An Islamic and Humanitarian Responsibility\u201d (22\u201329 August 2025), with
\nthe participation of prominent scholars and thinkers, to discuss ways of
\nproviding urgent relief and rebuilding the Gaza Strip.<\/o:p><\/span><\/p>\n

Sheikh Marwan Abu Ras opened the workshop by
\npresenting the scale of destruction in the Strip, stressing that more than 85%
\nof housing, service facilities, and infrastructure have been destroyed, and
\nthat the occupation has prevented the recycling of rubble.<\/o:p><\/span><\/p>\n

He emphasized that no reconstruction process can begin
\nbefore the war stops and essential materials are allowed in.<\/o:p><\/span><\/p>\n

Urgent Relief for Gaza<\/o:p><\/span><\/b><\/p>\n

The workshop put forward practical proposals on three
\nlevels, the foremost being urgent relief. These include issuing a fatwa to
\nexpedite the payment of half of next year\u2019s zakat, establishing a dedicated
\nrelief organization, supporting imams and preachers, and strengthening Qur\u2019an
\nprograms as well as the reconstruction of mosques and prayer areas.<\/o:p><\/span><\/p>\n

Businessmen were also called upon to donate 2% of
\ntheir monthly profits and to launch emergency projects covering infant formula,
\nhospitals, camps, and vital facilities, in addition to popular campaigns such
\nas \u201cDonate a Dollar, Save Gaza.\u201d<\/o:p><\/span><\/p>\n

Reconstruction and Governance Plans<\/o:p><\/span><\/b><\/p>\n

On the reconstruction front, the workshop recommended
\nestablishing Islamic endowments dedicated to education, health, infrastructure,
\norphans, and widows, as well as a special endowment for psychological support,
\nwhile holding the occupation and its supporting states accountable for the
\ndestruction.<\/o:p><\/span><\/p>\n

Engineers were invited to submit civilizational,
\nhumanitarian, and aesthetic projects for rebuilding the Strip.<\/o:p><\/span><\/p>\n

In terms of administration and governance, the
\nworkshop stressed the need to form the \u201cIslamic Coordination Body for Gaza
\nReconstruction\u201d for businessmen and institutions, to develop transparency and
\nreliability tools in fundraising and expenditure, to publish and translate into
\nglobal languages research and hadiths on financial jihad, and to organize
\nscholars\u2019 tours abroad to support Gaza.<\/o:p><\/span><\/p>\n

Participants affirmed that rebuilding Gaza is not
\nmerely a humanitarian act, but an Islamic and moral duty that requires urgent
\ncoordination between scholars, civil society, and businessmen to ensure
\nsustainable support and turn recommendations into tangible programs.<\/o:p><\/span><\/p>\n
