\nScientific Course for Djibouti\u2019s Scholars Maps Fiqh Methodology and the Making

Djibouti \u2013 On
\nSaturday, December 20, a specialized scientific course for Djiboutian scholars
\nwas held under the title \u201cMapping Fiqh Methodology and the Preparation of a
\nJurist.\u201d The course was presented by Professor Dr. Fadl Murad, Assistant
\nSecretary-General of the International Union of Muslim Scholars, Chairman of
\nthe Yemeni Fatwa Platform, and Professor of Fiqh and Contemporary Issues at
\nQatar University<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

The event witnessed
\nan impressive academic turnout, with over 100 scholars, preachers, and muftis
\nfrom various regions of Djibouti attending. The participation reflected a broad
\ninterest in strengthening scientific methodology in issuing fatwas and addressing
\ncontemporary jurisprudential issues<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

The course was
\nhosted by Salam Islamic Bank, under the generous patronage of Djiboutian
\nbusinessman Hajj Abdulrahman Ahmed Taha, highlighting the importance of
\nsupporting scientific and intellectual initiatives and promoting their role in
\nserving society<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

Methodology for Preparing Scholars and Consolidating Fatwas<\/span><\/b><\/o:p><\/span><\/b><\/p>\n

During the course,
\nDr. Fadl Murad presented a detailed methodology for preparing scholars and
\njurists, explaining the foundations of correct jurisprudential reasoning and
\nthe mechanisms for grounding and applying fatwas to real-life contexts<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

He outlined the
\nstages of crafting well-founded fatwas, starting from conceptualizing the issue
\nor situation, examining the Qur\u2019an and Sunnah, applying jurisprudential
\nbalancing principles, establishing rules of preference, and finally achieving a
\nbalanced fatwa that harmonizes textual accuracy with practical applicability<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

Friday Sermon and Community Engagement<\/o:p><\/span><\/b><\/p>\n

 <\/o:p><\/span><\/p>\n

As part of his
\nofficial visit to Djibouti, Dr. Murad delivered the Friday sermon on December
\n19 at Jumali Mosque in the capital, addressing \u201cThe Four Landmarks of Security
\nand Stability in Surah Quraysh.\u201d The sermon emphasized ways to achieve
\nsecurity, gratitude for blessings, recognition of the country\u2019s stability, and
\nthe necessity of preserving and enhancing it<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

He also held an
\nextensive meeting with the Yemeni community in Djibouti, in addition to a
\nsession with Al-Rahma Global Foundation for Orphans, fostering community
\nengagement and supporting charitable and humanitarian work<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

At the conclusion of
\nhis visit, Dr. Fadl Murad praised the warm reception and generous hospitality,
\ncommending the outstanding academic engagement of the participating scholars<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

He also highlighted
\nthe state\u2019s efforts in maintaining security and stability, fostering economic
\nactivity, supporting scholars and students, and promoting education, alongside
\nthe role of mosques and dawah activities in society, and the care and rehabilitation
\nof orphans<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

Dr. Murad stressed
\nthe importance of societal unity, gratitude, and national support in the
\ncountry\u2019s comprehensive development and stability<\/span><\/span><\/span><\/span><\/span>.<\/o:p><\/span><\/p>\n

This initiative is
\npart of a series of scientific and intellectual activities undertaken by the
\nSecretariat of the International Union of Muslim Scholars, reflecting its
\nongoing commitment to scholars and preachers, promoting sound jurisprudential
\nmethodology, and building qualified scientific competencies capable of
\naddressing contemporary issues and serving the Ummah with scholarly awareness
